'They all show signs of cannibalism. They have cut marks on many bones including skulls and mandibles,' said Professor Carles Lalueza-Fox of Barcelona's Institute of Evolutionary Biology, who lead the research.

'The long bones have been fragmented to obtain the marrow so all the signs of cannibalism that have been described... in other Neanderthal sites are present in all these individuals.'"

In the days before its death, the cow showed no signs of being sick. The tongue and udder looked like they had been cut with precision — not ripped as a predator would do.

'I reached out to everybody I know to try to get an explanation,' Meagher County Sheriff Jon Lopp said. 'Everybody's got a theory — from insects to UFOs. I've actually read a lot about it. I'm still as confused as I was when I started.'

Though this incident was the first time Lopp has seen a cow mutilated in such a strange manner, it's been going on elsewhere for decades.

In doing so, the agency will circumvent Congress and disregard a recent court ruling.

How did the FCC get here?

For years, proponents of so-called 'net neutrality' have been calling for strong regulation of broadband 'on-ramps' to the Internet, like those provided by your local cable or phone companies. Rules are needed, the argument goes, to ensure that the Internet remains open and free, and to discourage broadband providers from thwarting consumer demand. That sounds good if you say it fast.

Nothing is broken and needs fixing, however. The Internet has been open and freedom-enhancing since it was spun off from a government research project in the early 1990s. Its nature as a diffuse and dynamic global network of networks defies top-down authority. Ample laws to protect consumers already exist.
